Born in Jahawarpura, Jhunjhunu, Rajasthan, Shri Pachar’s story is one of resilience, ambition, and service. A top scholar, he earned government scholarships in both 10th and 12th grade before qualifying for the Medical Entrance Exam and completing his MBBS from SMS Medical College, Jaipur.
However, his calling was public service, and he chose the path of civil services over medicine—a decision that led him to become a highly decorated IPS officer.
